Opengela Replication workshop: compartamos las lecciones aprendidas

¡Opengela se exporta! El taller de reeplicación de Opengela dará a conocer el modelo vasco de ventanilla única e inspirarse en las ciudades y regiones que han adaptado este modelo a sus necesidades.

¡Opengela se exporta! El servicio de rehabilitación de viviendas de Opengela ha crecido en influencia no sólo en el resto del País Vasco, con nuevas «oficinas de distrito» en otros municipios, sino también en diferentes países europeos a través de su programa de replicación que comenzó en septiembre de 2021.

En este programa, regiones y ciudades de Europa pudieron conocer mejor el modelo de Opengela, que no sólo aborda la rehabilitación energética de edificios, sino también la regeneración urbana. El jueves 31 de marzo y el viernes 1 de abril de 2022, representantes de siete municipios y regiones visitaron Bilbao y Eibar para conocer de primera mano la oficina piloto que funciona en los barrios de Otxarkoaga y Txonta, respectivamente.

Seis meses después, estos municipios y regiones están invitados a Bruselas para compartir sus primeros planes de aplicación de las características relevantes del modelo Opengela. ¿Qué características de este modelo van a aplicar las regiones y ciudades que acudieron a Bilbao en marzo de 2022? ¿Qué puedes aprender del modelo Opengela para tu propia región o ciudad? Acompáñanos el 27 de septiembre para conocerlo todo e intercambiar experiencias directamente con los socios del proyecto y las ciudades y regiones de réplica. Opengela Replication workshop: let’s share the lessons learnt

Opengela is exporting! Join the Opengela Replication Workshop to learn about the Basque One-Stop-Shop model and get inspired by the replication cities and regions that adapted this model to their needs.

Opengela is exporting! The Opengela home renovation service has grown in influence not only in the rest of the Basque Country, with new “district offices” in other municipalities but also in different European countries via its replication programme that started in September 2021.

In this programme, regions and cities in Europe could learn more about the Opengela model which not only tackles building energy renovation but also urban regeneration, with specific attention given to vulnerable citizens. On Thursday 31st of March and Friday 1st of April 2022, representatives from seven municipalities and regions visited Bilbao and Eibar to see first-hand the pilot office running in the Otxarkoaga and Txonta neighbourhoods, respectively.

Six months later, these municipalities and regions are invited to Brussels to share their first plans for implementing the relevant features of the Opengela model. What feature of this model is to be applied by the regions and cities that came to Bilbao in March 2022? What you can take away from the Opengela model for your own region or city? Join us on September 27th to know it all and exchange directly with the project partners and replication cities and regions. We will discuss how to set up a One-Stop-Shop, how to ensure the longevity and independence of OSS, and how to go beyond buildings to have an urban regeneration vision.

The neighbourhoods of the Opengela project will be the first in Spain to receive aid from the Next Generation funds

The Spanish Government is providing the Basque Country with 16.7 million euros to reinforce urban regeneration in Otxarkoaga, Txonta, as well as in Aramotz (Durango) and Basaundi Bailara (Lasarte-Oria). The European aid will make it possible to increase the subsidy received by each owner to alleviate their contribution to the payment of the projected works.

The Basque Government announced today that the Basque Country is the first autonomous community in Spain to receive the initial batch of Next Generation European Funds related to urban regeneration, which form part of the Recovery Plan to repair the economic and social damage caused by the pandemic. The Government of Spain has delivered 16.7 million euros that will go to the four neighbourhoods that have their projects underway as part of the Opengela project.

«The Basque Country is the first Spanish community to receive this aid for having advanced projects in this area,» explained the Department of Territorial Planning, Housing and Transport. This refers to the urban regeneration initiatives in the neighbourhoods of Otxarkoaga (Bilbao), Txonta (Eibar), Aramotz (Durango) and Basaundi Bailara (Lasarte-Oria), whose distribution of funds has already been established and which will now begin the administrative process to access them.

The first two neighbourhoods started the European Opengela project in May 2019, as pilots. Durango and Lasarte-Oria are subsequently replicating the model and it is hoped that in the future it will be extended to other Basque cities, and also in Europe.

The 16.7 million received will be used to increase the direct subsidies granted to the four local councils to finance the integral urban regeneration projects in vulnerable neighbourhoods, which are already underway and aim to improve the quality of life of a total of more than 1,500 people and 740 dwellings spread over 65 house numbers.

The aim of these projects is not only to improve accessibility and energy efficiency with the refurbishment of residential buildings and the redevelopment of the whole area, but also to address their social situation, through technical offices and neighbourhood proximity offices to provide information, manage works and aid and promote local training and employment plans to boost their economic reactivation.

Specifically, the investment from the European funds will be used to improve the energy efficiency of the homes and buildings to be refurbished, which should achieve a reduction in non-renewable primary energy consumption of more than 45% in some cases and 60% in general depending on the case.

Otxarkoaga (Bilbao)

The regeneration project of the Otxarkoaga neighbourhood in Bilbao, which affects 240 dwellings spread over 16 house numbers (five blocks), will add 6.56 million euros to the 3.55 million euros provided by the Basque Government and 997,139 euros from the City Council. Private individuals are investing 1.17 million. The integral action of this project consists of, in addition to the aforementioned actions, the extension of housing in three of the portals, the recovery of a commercial building to house socio-cultural activities and the installation of photovoltaic panels on its roof, and the constitution of a community of shared energy self-consumption.

Txonta (Eibar)

In addition to the 1.8 million euro grant from the Basque Government to Eibar Town Council – which in turn is providing a further 2.45 million euro – 2.15 million euro from the Next Funds have been added for the Txonta rehabilitation project, which will benefit 75 homes spread over 16 house numbersenergy-savingenergy-saving, and which stands out for the construction of a public lift to improve accessibility and the demolition of obsolete industrial ruins, which involves the redevelopment of the space. The owners will contribute 734,868 euros for the intervention. It should be borne in mind that, although the Txonta project covers 221 homes, the Next Funds are limited to 75 of them as they are the ones that meet the project start dates or the energy saving percentages established in Royal Decree 853/2021.

Aramotz (Durango)

The project for the regeneration of the Aramotz neighbourhood in Durango, which involves 128 dwellings spread over 16 house numberss, will receive an additional 3.66 million euros for its refurbishment from European funds, which will be added to the 3.4 million euro subsidy from the Basque Country and 1.08 million euros from the municipality itself. The owners, for their part, will invest 2.86 million euros. Its urban regeneration has the peculiarity of including the diversion of a channelled stream, which runs unburied in the inner area of the residential buildings.

Basaundi Bailara (Lasarte-Oria)

The regeneration project for the Basaundi Bailara neighbourhood in Lasarte-Oria will add 4.38 million euros to the 3.3 million euro grant awarded by the Basque Government, which covers 151 dwellings spread over 16 portals, and includes urban development work and refurbishment of residential buildings with improvements in accessibility and energy efficiency. The City Council will invest 1.93 million and the owners 3.33 million.

Opengela proiektuko auzoak izango dira Next Generation funtsen laguntzak jasotzen lehenak Espainian

Espainiako Gobernuak 16,7 milioi euro emango dizkio Euskadiri, Otxarkoagan, Txontan, Aramotzen (Durango) eta Basaundi Bailaran (Lasarte-Oria) hiri-berroneratzea indartzeko. Europako laguntzak aukera emango du jabe bakoitzak proiektatutako obren ordainketan ekarpena arintzeko jasotzen duen diru-laguntza handitzeko.

Eusko Jaurlaritzak gaur jakinarazi duenez, Euskadi da hiri-berroneratzearekin lotutako Next Generation Europako Funtsen hasierako bidalketa jaso duen Espainiako lehen autonomia-erkidegoa. Funts horiek pandemiak eragindako kalte ekonomiko eta sozialak konpontzeko Berreskuratze Planaren parte dira. Espainiako Gobernuak 16,7 milioi euro eman ditu, Opengela proiektuaren barruan proiektuak martxan dituzten lau auzoetarako.

Lurralde Plangintza, Etxebizitza eta Garraio Sailak azaldu duenez, “Euskadi da laguntza horiek jasotzen dituen Espainiako lehen erkidegoa, arlo horretako proiektu aurreratuak dituelako”. Otxarkoaga (Bilbo), Txonta (Eibar), Aramotz (Durango) eta Basaundi Bailara (Lasarte-Oria) auzoetako hiri-berroneratze ekimenei egiten die erreferentzia. Horien funtsen banaketa dagoeneko ezarrita dago, eta orain hasiko dira horiek eskuratzeko administrazio-izapideak.

Lehen bi auzoek 2019ko maiatzean hasi zuten Opengela proiektu europarra, pilotu gisa. Durango eta Lasarte-Oria eredua errepikatzen ari dira ondoren, eta etorkizunean beste euskal hiri batzuetara zabaltzea espero da, baita Europakoetara ere.

Jasotako 16,7 milioiak auzo kalteberen hiri-berroneratze integralerako proiektuak finantzatzeko lau udalei emandako zuzeneko diru-laguntzak handitzera bideratuko dira. Proiektu horiek dagoeneko martxan daude, eta guztira 1.500 pertsona baino gehiagoren bizi-kalitatea eta 740 etxebizitza hobetu nahi dituzte, 65 ataritan banatuta.

Proiektu horien bidez, irisgarritasuna eta energia-eraginkortasuna hobetu nahi dira, bizitegi-eraikinak birgaituta eta ingurune osoa berrurbanizatuta, baina, horrez gain, haien gizarte-egoerari ere aurre egin nahi zaio, bulego teknikoen eta auzoaren hurbiltasun-bulegoen bidez, informazio-, obra- eta laguntza-lanetarako eta ekonomia suspertzeko prestakuntza- eta enplegu-planak bultzatzeko.

Zehazki, Europako funtsetatik datorren inbertsioa birgaitu beharreko etxebizitzen eta eraikinen eraginkortasun energetikoa hobetzera bideratuko da. Energia primario ez-berriztagarriaren kontsumoa % 45etik gora murriztea lortu beharko dute kasu jakin batzuetan, eta % 60tik gora, oro har, kasuen arabera.

Otxarkoaga (Bilbo)

Bilboko Otxarkoaga auzoa berroneratzeko proiektuak 16 ataritan (bost bloke) banatutako 240 etxebizitzari eragingo die, eta 6,56 milioi euro gehituko zaizkio Eusko Jaurlaritzak emandako 3,55 milioiei eta Udalak emandako 997.139 euroei. Partikularrek 1,17 milioi inbertitzen dituzte. Proiektu honen jarduketa integrala honako hau da: lehen aipatutako jarduketez gain, etxebizitzak handitzea hiru ataritan, merkataritza-eraikin bat berreskuratzea jarduera soziokulturalak hartzeko eta estalkian plaka fotovoltaikoak instalatzea, eta energia-autokontsumorako komunitate partekatu bat eratzea.

Txonta (Eibar)

Eusko Jaurlaritzak Eibarko Udalari emandako 1,8 milioi euroko diru-laguntzari – beste 2,45 milioi euro ere ematen ditu udalak– Next funtsen 2,15 milioi euro gehitu zaizkio Txonta birgaitzeko proiekturako. Horrek 75 etxebizitzari egingo die mesede, 16 ataritan banatuta. Irisgarritasuna hobetzeko igogailu publiko bat eraikitzeagatik eta industria-hondakin zaharkituak eraisteagatik nabarmentzen da, espazioa berrantolatzea dakarrena. Jabeek 734.868 euro jarriko dituzte esku hartzeko. Kontuan izan behar da Txontaren proiektua 221 etxebizitzatara hedatzen bada ere, Next funtsak 75 etxebizitzatara mugatzen direla, 853/2021 Errege Dekretuan ezarritako energia aurrezteko ehunekoak edo proiektuaren hasiera-datak betetzen dituztelako.

Aramotz (Durango)

Durangoko Aramotz auzoa birgaitzeko proiektuak, non 128 etxebizitzek parte hartzen duten 16 ataritan banatuta, Europako funtsetatik datozen 3,66 milioi euro gehiago izango ditu, eta horiek Euskadiren 3,4 milioiko eta udalerriaren beraren 1,08 milioiko diru-laguntzari gehituko zaizkio. Jabeek, berriz, 2,86 milioi euro inbertituko dituzte. Hiri-berroneratzearen berezitasuna kanalizatutako erreka bat desbideratzea da, bizitegi-eraikinen barnealdean lurperatu gabe doana.

Basaundi Bailara (Lasarte-Oria)

Lasarte-Oriako Basaundi Bailara auzoa berroneratzeko proiektuak 4,38 milioi euro gehituko dizkio Eusko Jaurlaritzaren 3,3 milioi euroko diru-laguntzari. Diru-laguntza horrek 16 ataritan banatutako 151 etxebizitza hartzen ditu, eta irisgarritasuna eta energia-eraginkortasuna hobetuko duten bizitegi-eraikinak urbanizatzeko eta birgaitzeko obrak barne hartzen ditu. Udalak 1,93 milioi inbertituko ditu eta jabeek 3,33 milioi.

Opengela proiektu europarra auzoetako hiri-berroneratze prozesuekin batera doazen auzo-bulegoen abiaraztean eta funtzionamenduan zentratzen da batez ere. 2019ko maiatzean hasi zen, eta 2023ko urtarrilera arte jarraituko du. Europako Batzordearen Horizon 2020 programaren finantzaketa du, eta Eusko Jaurlaritzako Lurralde Plangintza, Etxebizitza eta Garraio Saila buru duen partzuergo publiko-pribatu batek kudeatzen du.

Los barrios del proyecto Opengela serán los primeros de España en recibir ayudas de los fondos Next Generation

El Gobierno de España entrega a Euskadi 16,7 millones de euros que se destinarán a reforzar la regeneración urbana en Otxarkoaga, Txonta, así como en Aramotz (Durango) y Basaundi Bailara (Lasarte-Oria). La ayuda europea permitirá aumentar la subvención que recibe cada persona propietaria para aliviar su aportación en el pago de las obras proyectadas.

El Gobierno Vasco ha dado a conocer hoy que Euskadi es la primera comunidad autónoma de España en recibir la remesa inicial de los Fondos Europeos Next Generation relacionados con la regeneración urbana, que forman parte del Plan de Recuperación para reparar los daños económicos y sociales causados por la pandemia. El Gobierno de España ha entregado 16,7 millones de euros que irán a parar a los cuatro barrios que tienen en marcha sus proyectos dentro del proyecto Opengela.

“El País Vasco es la primera comunidad española en recibir estas ayudas por contar con proyectos avanzados en esta materia”, ha explicado el Departamento de Planificación Territorial, Vivienda y Transportes. Se refiere a las iniciativas de regeneración urbana en los barrios de Otxarkoaga (Bilbao), Txonta (Eibar), Aramotz (Durango) y Basaundi Bailara (Lasarte-Oria), cuyo reparto de fondos ya ha sido establecido y que comenzarán ahora la tramitación administrativa para acceder a los mismos.

Los dos primeros barrios comenzaron en mayo de 2019 el proyecto europeo Opengela, a modo de pilotos. Durango y Lasarte-Oria está replicando posteriormente el modelo y se espera que en el futuro se amplíe a otras ciudades vascas, y también de Europa.

Los 16,7 millones recibidos se van a destinar a incrementar las subvenciones directas otorgadas a los cuatro ayuntamientos para la financiación de los proyectos de regeneración urbana integral de barrios vulnerables, que ya se encuentran en marcha y pretenden mejorar la calidad de vida de un total de más de 1.500 personas y 740 viviendas repartidas en 65 portales.

Mediante esos proyectos se pretende no sólo mejorar en accesibilidad y eficiencia energética con la rehabilitación de edificios residenciales y la reurbanización de todo el entorno, sino hacer frente también a su situación social, a través de las oficinas técnicas y de proximidad de barrio para labores de información, gestión de obras y ayudas y para el impulso de planes locales de formación y empleo que impulse su reactivación económica.

En concreto, la inversión proveniente de los fondos europeos se destinará a mejorar la eficiencia energética de las viviendas y edificios objeto de la rehabilitación, que deberán alcanzar una reducción del consumo de energía primaria no renovable superior al 45% en algunos casos puntuales y el 60%, en líneas generales dependiendo de los casos.

Otxarkoaga (Bilbao)

El proyecto de regeneración del barrio Otxarkoaga en Bilbao, que afecta a 240 viviendas repartidas en 16 portales (cinco bloques), sumará 6,56 millones de euros a los 3,55 millones que aporta el Gobierno Vasco y a los 997.139 euros del Ayuntamiento. Los particulares invierten 1,17 millones. La actuación integral de este proyecto consiste en, además de las actuaciones anteriormente citadas, ampliación de viviendas en tres de los portales, recuperación de un edificio comercial para acoger actividades socioculturales e instalando placas fotovoltaicas en su cubierta, y la constitución de una comunidad de autoconsumo energético compartido.

Txonta (Eibar)

A la subvención del Gobierno Vasco de 1,8 millones de euros otorgada al Ayuntamiento de Eibar –que a su vez aporta otros 2,45 millones de euros- se le añaden 2,15 millones de euros de los Fondos Next para el proyecto de rehabilitación de Txonta, que beneficiará a 75 viviendas repartidas en 16 portales, y que destaca por la construcción de un ascensor público para mejorar su accesibilidad y la demolición de ruinas industriales obsoletas, que implica la reordenación del espacio. Las personas propietarias aportarán 734.868 euros para la intervención. Hay que tener en cuenta que, aunque el proyecto de Txonta se extiende a 221 viviendas, los Fondos Next se circunscriben a 75 de ellas por ser las que cumplen con las fechas de inicio de proyecto o los porcentajes de ahorro energético establecidos en el Real Decreto 853/2021.

Aramotz (Durango)

El proyecto de regeneración del barrio Aramotz en Durango, en el que participan 128 viviendas repartidas en 16 portales, contará para su rehabilitación con 3,66 millones de euros más provenientes de los fondos europeos, que se sumarán a la subvención de Euskadi de 3,4 millones y a 1,08 millones del propio municipio. Las personas propietarias, por su parte, invertirán 2,86 millones de euros. Su regeneración urbana tiene la peculiaridad de abarcar el desvío de un arroyo canalizado, que discurre sin soterrar en la zona interior de los edificios residenciales.

Basaundi Bailara (Lasarte-Oria)

El proyecto de regeneración del barrio Basaundi Bailara en Lasarte-Oria sumará 4,38 millones a la subvención otorgada de 3,3 millones de euros del Gobierno Vasco, que abarca a 151 viviendas repartidas en 16 portales, e incluye obras de urbanización y rehabilitación de edificios residenciales con mejoras de accesibilidad y eficiencia energética. El Ayuntamiento invertirá 1,93 millones y las personas propietarias 3,33 millones.

El proyecto europeo Opengela se centra, sobre todo, en la puesta en marcha y el funcionamiento de las oficinas de barrio que acompañan los procesos de regeneración urbana en los barrios. Se inició en mayo de 2019 y continuará hasta enero de 2023. Cuenta con financiación del programa Horizon 2020 de la Comisión Europea y está gestionado por un consorcio público-privado que lidera el Departamento de Planificación Territorial, Vivienda y Transportes del Gobierno Vasco.

The Office of the Historian of the City of Havana is interested in the Opengela urban regeneration programme

The visit was also attended by the Director of Territorial Planning and Urban Agenda of the Basque Government, Ignacio de la Puerta, and the Director General of Municipal Housing of Bilbao, Eider Bilbao.

The Office of the Historian of the City of Havana, founded in 1938 by Emilio Roig for the protection of the cultural heritage of Old Havana, has carried out the rehabilitation of many buildings in the historic centre of the city. It had its heyday in the 1980s with historian Eusebio Leal at the helm, the first project for the restoration of the entire area and the declaration by UNESCO of the Historic Centre of Havana and its system of fortifications as a World Heritage Site in 1982. He is currently in the process of extending this type of project to other areas, not only in the Cuban capital, but in the whole of the Caribbean country.

Today’s meeting, requested by this Cuban body, was therefore a meeting and exchange of ideas between the latter and those responsible for the Opengela urban regeneration programme, coordinated by the Department of Territorial Planning, Housing and Transport of the Basque Government and involving 9 public and private organisations, including Bilbao Municipal Housing.

The Opengela project, which is funded by the European Commission’s Horizon 2020 programme, consists of setting up neighbourhood offices that accompany the neighbourhood throughout the process of refurbishing their buildings, offering support to homeowners’ associations in contracting works, managing public aid, accessing financing, improving energy efficiency and accessibility.

This programme is linked to the integral urban regeneration projects in vulnerable neighbourhoods, through which the aim is not only to improve accessibility and energy efficiency with the rehabilitation of residential buildings and the redevelopment of the entire environment, but also to address their social situation (low income, high unemployment and low level of education), through these technical offices and neighbourhood proximity.

The place chosen for the meeting was the Otxarkoaga neighbourhood, whose urban regeneration and building rehabilitation project, known as Orain Otxar, for 240 homes spread over 16 doorways and three streets in the neighbourhood (Irumineta, Txotena and Larrakoetxe) is well underway and its neighbourhood office Otxar Opengela is hosting a multitude of actions to accompany and support residents and other initiatives such as the remodelling of the old shopping centre and the launch of entrepreneurial initiatives in premises that are now empty.

Opengela, whose European project will end in January 2023, has generated a management model for neighbourhood offices that is already beginning to be deployed in other municipalities, beyond the two pilots in Otxarkoaga and Eibar. Specifically, in Lasarte and Durango, as well as in Pasaia, Abanto-Zierbena, Santurtzi and Valle de Trápaga.

Habana Hiriko Historialariaren Bulegoak Opengela hiri-berroneratze programarekiko interesa agertu du

Miguel de los Toyos sailburuordea eta Jon Bilbao zinegotzia Kubako erakundeko arduradunekin batera joan dira Otxarkoaga auzoa eta Opengela bulegoa bisitatzera.

Eusko Jaurlaritzako Lurralde Plangintzaren eta Hiri Agendaren sailburuordeak, Miguel de los Toyosek, eta Bilboko Udaleko Etxebizitzako zinegotziak eta Bilboko Udal Etxebizitzak erakunde autonomoko presidenteak, Jon Bilbaok, Otxarkoaga eta auzoko bulegoa (Otxar Opengela) bisitatu dituzte gaur goizean Habanako Historialariaren Bulegoko arduradunekin batera: Perla Rosales, alboko zuzendari nagusia; Nelys García, Nazioarteko Lankidetzako zuzendaria; Anabell Cedeño, Nazioarteko Lankidetzarako Zuzendaritzako espezialista teknikoa; Malena Roche, Habana Espacios Creativos-eko zuzendaria; eta Ariam L. Mayor, Habana Espacios Creativos-eko espezialista nagusia. Habana Hiriko Historialariaren Bulegoa 1938an sortu zuen Emilio Roigek, Habana Zaharreko kultura-ondarea babesteko, eta hiriko erdigune historikoko hainbat eraikin zaharberritu ditu. 80ko hamarkadan izan zuen gorakada Eusebio Leal historialaria buru zela, eremu osoa lehengoratzeko lehen proiektua izan zen, eta UNESCOk Habanako Zentro Historikoa eta gotorleku-sistema Gizateriaren Kultura Ondare izendatu zituen 1982an. Gaur egun, horrelako proiektuak Kubako hiriburura ez ezik, Karibeko herrialde osora ere zabaltzeko prozesuan dago.

Gaurko hitzordua, beraz, erakunde kubatar honek eskatuta, topagune eta ideia-trukerako gune bat izan da erakunde horren eta Opengela hiri-berroneratze programaren arduradunen artean. Programa hori Eusko Jaurlaritzako Lurralde Plangintza, Etxebizitza eta Garraio Sailak koordinatzen du eta esparru publiko eta pribatuko 9 erakundek lan egiten dute, horien artean Bilboko Udal Etxebizitzak.

Opengela programak Europako Batzordearen Horizon 2020 programaren finantzaketa du, eta auzo-bulegoak abian jartzean datza. Bulego horiek bizilagunei laguntzen diete eraikinak birgaitzeko prozesu osoan. Bertan, laguntza ematen zaie jabeen komunitateei obrak kontratatzen, laguntza publikoak kudeatzen, finantzaketa eskuratzen, energia-eraginkortasuna hobetzen edo irisgarritasuna lortzen.

Programa hori auzo kalteberen hiri-berroneratze integraleko proiektuekin lotuta dago. Proiektu horien bidez, irisgarritasuna eta energia-eraginkortasuna hobetu nahi dira, bizitegi-eraikinak birgaituz eta ingurune osoa berrurbanizatuz; horrez gain, haien gizarte-egoerari ere aurre egin nahi zaio (errenta txikiak, langabezia-tasa altua eta prestakuntza-maila txikia), bulego tekniko horien bidez eta auzoaren hurbiltasuneko bulegoen bidez.

Hala, Otxarkoaga auzoa aukeratu dute topaketarako. Bertan hiria berroneratzeko eta eraikinak birgaitzeko proiektua, Orain Otxar izenekoa, auzoko 16 atari eta hiru kaletan (Irumineta, Txotena eta Larrakoetxe) banatutako 240 etxebizitzatan gauzatzen da eta oso aurreratuta dago. Otxar Opengela auzoko bulegoak bizilagunei laguntzeko jarduera ugari hartzen ditu, bai eta beste ekimen batzuk ere, hala nola merkataritza-gune zaharra birmoldatzea eta orain hutsik dauden lokaletan ekintzailetza-ekimenak abiaraztea.

Opengelak, zeinaren proiektu europarra 2023ko urtarrilean amaituko baita, kudeaketa-eredu bat sortu du auzoko bulegoetarako, eta dagoeneko beste udalerri batzuetan hedatzen hasi da, Otxarkoagako eta Eibarko bi pilotuetatik haratago. Zehazki, Lasarten eta Durangon, baita Pasaian, Abanto-Zierbenan, Santurtzin eta Trapagaranen ere.

La Oficina del Historiador de la Ciudad de La Habana se interesa por el programa de regeneración urbana Opengela

El viceconsejero Miguel de los Toyos y el concejal Jon Bilbao acompañan a responsables del organismo cubano en su visita al barrio Otxarkoaga y su oficina Opengela.

El viceconsejero de Planificación Territorial y Agenda Urbana del Gobierno Vasco, Miguel de los Toyos, y el concejal de Vivienda del Ayuntamiento de Bilbao y presidente del organismo autónomo Viviendas Municipales de Bilbao, Jon Bilbao, han acompañado esta mañana en su visita a Otxarkoaga y su oficina de barrio (Otxar Opengela) a los responsables de la Oficina del Historiador de La Habana: Perla Rosales, directora general adjunta; Nelys García, directora de Cooperación Internacional; Anabell Cedeño, especialista técnica de la Dirección de Cooperación Internacional; Malena Roche, directora de Habana Espacios Creativos; y Ariam L. Mayor, especialista principal de Habana Espacios Creativos. A la visita ha acudido también el director de Planificación Territorial y Agenda Urbana del Gobierno Vasco, Ignacio de la Puerta, y la directora general de Viviendas Municipales de Bilbao, Eider Bilbao.

La Oficina del Historiador de la Ciudad de La Habana, fundada en 1938 por Emilio Roig para la protección del patrimonio cultural de La Habana Vieja, ha llevado a cabo la rehabilitación de múltiples edificios del centro histórico de la ciudad. Tuvo su auge en la década de los 80 con el historiador Eusebio Leal al frente, el primer proyecto para la restauración de toda la zona y la declaración por la UNESCO del Centro Histórico de La Habana y a su sistema de fortificaciones como Patrimonio Cultural de la Humanidad en 1982. Actualmente, se encuentra en proceso de extender este tipo de proyectos a otras zonas, no sólo de la capital cubana, sino al conjunto del país caribeño.

La cita de hoy, solicitada por este ente cubano, ha sido, por tanto, un punto de encuentro y de intercambio de ideas entre éste y los responsables del programa de regeneración urbana Opengela, coordinado por el Departamento de Planificación Territorial, Vivienda y Transporte del Gobierno Vasco y en el que trabajan 9 organizaciones de ámbito público y privado, entre ellas Viviendas Municipales de Bilbao.

El programa Opengela, que cuenta con financiación del programa Horizon 2020 de la Comisión Europea, consiste en la puesta en marcha de oficinas de barrio que acompañan al vecindario en todo el proceso de rehabilitación de sus edificios, donde se ofrece apoyo a las comunidades de propietarios en la contratación de las obras, en la gestión de ayudas públicas, en el acceso a financiación, en la mejora de la eficiencia energética o la accesibilidad.

Este programa va unido a los proyectos de regeneración integral urbana de barrios vulnerables, mediante los que se pretende no sólo mejorar en accesibilidad y eficiencia energética con la rehabilitación de edificios residenciales y la reurbanización de todo el entorno, sino que también se quiere hacer frente a su situación social (bajas rentas, alta tasa de paro y bajo nivel de formación), a través de estas oficinas técnicas y de proximidad de barrio.

Así, el lugar elegido para el encuentro, ha sido el barrio de Otxarkoaga, cuyo proyecto de regeneración urbana y rehabilitación de edificios, conocido como Orain Otxar, de actuación en 240 viviendas repartidas en 16 portales y tres calles del barrio (Irumineta, Txotena y Larrakoetxe) se encuentra muy avanzado y su oficina de barrio Otxar Opengela acoge multitud de actuaciones de acompañamiento y apoyo a los vecinos y otras iniciativas como la remodelación del antiguo centro comercial y la puesta en marcha de iniciativas de emprendimiento en locales que ahora están vacíos.

Opengela, cuyo proyecto europeo terminará en enero de 2023, ha generado un modelo de gestión para las oficinas de barrio que ya se está empezando a desplegar en otros municipios, más allá de los dos pilotos de Otxarkoaga y Eibar. En concreto, en Lasarte y Durango, así como en Pasaia, Abanto-Zierbena, Santurtzi y Valle de Trápaga.
