Eusko Jaurlaritzak aparteko 14 milioi euro bideratuko ditu, 2021aren eta 2023aren artean, Ezkerraldea-Meatzaldeako lau auzotan hiri-berroneratze programetara, eskualde kalteberen edo lehentasunezko jardun-eremuen proiektu eragileen esparruan. Eusko Jaurlaritzako Lurralde Plangintza, Etxebizitza eta Garraio Saila, astelehen honetan, Bilbon, auzoetan jarduketa integralak sustatzeko funtsak jasoko dituzten udalekin batu da: Abanto-Zierbena, Portugalete, Santurtzi eta Trapagaran. 522 familia, guztira, izango dira eskualde horretan hiri-berroneratze integralerako funts gehigarrien onuradun zuzen.

Auzo horietako bakoitzean, hurbileko bulego bat sortuko da, opengela delakoa, bizilagunek finantzaketarako eta profesionaletarako bide izan dezaten, eraikinen irisgarritasuna eta energia-efizientzia hobetzeko. Halaber, hiri-inguruneetako hobekuntza-proiektuak sustatuko dira, eta auzoan bizi diren pertsonen enplegagarritasuna sustatu ahal izateko prestakuntza-ekimenak egongo dira.

Abanto-Zierbenaren kasuan, 200 etxebizitzatan esku hartuko da, Las Peñucas auzoan; Portugaleten, 23 etxebizitzatan, Grumete Diego kalean; Santurtzin, Aurora Vildósola multzoan, 104 etxebizitzatan, eta, azkenik, Trapagaranen, San Andres auzoan, dentsitate txikiko 135 etxebizitza obrerotan eta blokeko 60 etxebizitzatan.

14 milioi euro horiek 2020-24 Euskadiko Ekonomia eta Enplegua Suspertzeko Berpiztu programatik datoz; haren barruan, Eusko Jaurlaritzak plan berezia aktibatu du, guztira 180 milioi euroko aparteko aurrekontuarekin, lehentasunez jarduteko eremuetan proiektu eragileak sustatzeko –Ezkerraldea-Meatzaldea, Enkarterri, Oarsoaldea eta Aiaraldea–. Ekimenak aurten hasiko dira, eta 2023ra arte gauzatuko dira. Ezkerraldea-Meatzaldean auzo kalteberetako jarduketa integralerako baliatuko den kopurua honela banatuko da: 1,5 milioi, 2021ean; 6,4 milioi, 2022an, eta 6 milioi, 2023an. Une hauetan, Lurralde Plangintzako Sailburuordetza Aiaraldeako udalekin ari da lanean, hiri-berroneratzeko proiektu berriak identifikatzeko; 3,5 milioi euro daude erabilgarri ekimen mota hori sustatzeko.

Miguel de los Toyos Lurralde Plangintzako sailburuordeak honako hau esan du: “lau auzo berri horien bidez, bikoiztu egiten dugu, ia, hiri-berroneratzearen Euskadiko eredua ezarrita duten puntuen kopurua; modu aitzindaria da eremu kalteberetan esku hartzeko, berroneratze energetikotik eta etxebizitza eta auzoen irisgarritasunaren birgaitzetik, eta emaitza onak izaten ari da. Gainera, bizilagunen bizi-kalitatea hobetzeko ez ezik, haien prestakuntzan esku hartzeko aukera ere ematen du, lan-aukera berriak izan ditzaten. Formula hori, dagoeneko, eredugarri izaten ari da beste autonomia-erkidego batzuentzat”.

Auzo berri horien bidez, Opengela hiri-berroneratze integraleko proiektua Euskadiko bederatzi auzotan egongo da aktibo. Badaude abian Opengela Europako proiektuko bi auzoen opengelak, eredua probatzekoak –Otxarkoaga Bilbon, eta Txonta Eibarren–; Aramotz, Durango eta Basaundi Bailarakoak –Lasarte-Oria– ere badaude. 2021ean, hurbileko bulegoa duten auzoen artean Pasaiako Andonaegi auzoa ere egongo da, Lurralde Plangintza, Etxebizitza eta Garraio Sailaren aurrekontu arrunteko zortzi milioi eurorekin.

Planificación Territorial impulsa la regeneración urbana integral en cuatro nuevos barrios de Ezkerraldea-Meatzaldea con 14 millones de euros

  • La aportación extraordinaria del programa Berpiztu del Gobierno Vasco permite actuar en medio millar de viviendas y sus respectivos barrios en Abanto-Zierbena, Portugalete, Santurtzi y el Valle de Trapaga.

El Gobierno Vasco destinará 14 millones de euros extraordinarios entre 2021 y 2023 a programas de regeneración urbana en cuatro barrios de Ezkerraldea-Meatzaldea, en el marco de proyectos tractores de comarcas desfavorecidas o zonas de actuación preferente. El Departamento de Planificación Territorial, Vivienda y Transportes del Ejecutivo vasco se ha reunido este lunes en Bilbao con los ayuntamientos que recibirán los fondos para impulsar actuaciones integrales en barrios: Abanto-Zierbena, Portugalete, Santurtzi y el Valle de Trapaga. Un total de 522 familias se verán directamente beneficiadas por los fondos adicionales de regeneración urbana integral en esta comarca.

En cada uno de estos barrios se creará una oficina de proximidad, conocidas como opengelas, para facilitar a los vecindarios acceso a financiación y a profesionales con el fin de mejorar la accesibilidad y la eficiencia energética de los edificios. También se impulsarán proyectos de mejora de los entornos urbanos y habrá iniciativas de formación que permitan impulsar la empleabilidad de las personas que residen en el barrio.

En el caso de Abanto-Zierbena, se actuará sobre 200 viviendas en el barrio Las Peñucas, en Portugalete sobre 23 hogares de la calle Grumete Diego, en Santurtzi en el conjunto Aurora Vildósola con 104 y finalmente en el Valle de Trapaga en el barrio San Andrés, con 135 viviendas obreras de baja densidad y 60 viviendas en bloque.

Los 14 millones de euros provienen del programa Berpiztu para la Reactivación Económica y el Empleo de Euskadi 2020-24, dentro del que el Gobierno Vasco ha activado un plan especial con un presupuesto extraordinario total de 180 millones de euros para impulsar proyectos tractores en las zonas de actuación preferente –Ezkerraldea-Meatzaldea, Enkarterri, Oarsoaldea y Aiaraldea-. Las iniciativas darán comienzo este año y se ejecutarán hasta 2023. La cantidad específica destinada a la actuación integral en barrios vulnerables en Ezkerraldea-Meatzaldea se distribuirá en 1,5 millones en 2021, 6,4 en 2022 y 6 millones en 2023. En estos momentos, la viceconsejería de Planificación Territorial trabaja para identificar con los ayuntamientos de Aiaraldea nuevos proyectos de regeneración urbana integral con 3,5 millones de euros disponibles para impulsar este tipo de iniciativas.

El viceconsejero de Planificación Territorial, Miguel de los Toyos, ha indicado que “con los cuatro nuevos barrios prácticamente duplicamos los puntos de Euskadi en los que implantamos el modelo vasco de regeneración urbana; es una manera pionera de intervenir en zonas vulnerables desde la rehabilitación energética y de accesibilidad de viviendas y barrios que está dando buenos resultados y que permite, además de mejorar la calidad de vida de los vecindarios, incidir en la formación de personas para que tengan nuevas oportunidades laborales, es una fórmula que está sirviendo ya de ejemplo para otras comunidades autónomas”.

Con los nuevos barrios, el proyecto de regeneración urbana integral Opengela estará activo en un total de nueve barrios de Euskadi. Ya están en marcha las opengelas de los dos barrios del proyecto europeo Opengela con el que se prueba el modelo –Otxarkoaga en Bilbao y Txonta en Eibar-, así como en Aramotz, Durango, y Basaundi Bailara, en Lasarte-Oria. En 2021 se sumará también a los barrios con oficina de proximidad el de Andonaegi en Pasaia, con ocho millones de euros de presupuesto ordinario del Departamento de Planificación Territorial, Vivienda y Transportes.

Territorial Planning promotes comprehensive urban regeneration in four new neighbourhoods in Ezkerraldea-Meatzaldea with 14 million euros

 The Basque Government will allocate an extraordinary 14 million euros between 2021 and 2023 to urban regeneration programmes in four neighbourhoods in Ezkerraldea-Meatzaldea, within the framework of projects in disadvantaged districts or areas of preferential action. The Department of Territorial Planning, Housing and Transport of the Basque Executive met this Monday in Bilbao with the town councils that will receive the funds to promote integral actions in neighbourhoods: Abanto-Zierbena, Portugalete, Santurtzi and the Trapaga Valley. A total of 522 families will directly benefit from the additional funds for integral urban regeneration in this region.

In each of these neighbourhoods, a proximity office, known as opengelas, will be created to provide neighbourhoods with access to financing and professionals to improve the accessibility and energy efficiency of buildings. Projects to improve urban environments will also be promoted and there will be training initiatives to boost the employability of people living in the neighbourhood.

In the case of Abanto-Zierbena, work will be carried out on 200 homes in the Las Peñucas neighbourhood, in Portugalete on 23 homes in Grumete Diego street, in Santurtzi in the Aurora Vildósola complex with 104 and finally in Valle de Trapaga in the San Andrés neighbourhood, with 135 low-density workers’ homes and 60 block homes.

The 14 million euros come from the Berpiztu programme for the Economic Recovery and Employment of the Basque Country 2020-24, within which the Basque Government has activated a special plan with a total extraordinary budget of 180 million euros to promote tractor projects in the areas of preferential action -Ezkerraldea-Meatzaldea, Enkarterri, Oarsoaldea and Aiaraldea-. The initiatives will begin this year and will run until 2023. The specific amount earmarked for comprehensive action in vulnerable neighbourhoods in Ezkerraldea-Meatzaldea will be distributed as 1.5 million in 2021, 6.4 million in 2022 and 6 million in 2023. At the moment, the Vice-Ministry of Territorial Planning is working to identify new comprehensive urban regeneration projects with 3.5 million euros available to promote this type of initiative with the councils of the Aiaraldea.

The Deputy Minister for Territorial Planning, Miguel de los Toyos, indicated that «with the four new neighbourhoods, we are practically doubling the number of places in the Basque Country where we are implementing the Basque model of urban regeneration; it is a pioneering way of intervening in vulnerable areas through the energy and accessibility rehabilitation of homes and neighbourhoods that is producing good results and which, in addition to improving the quality of life of the neighbourhoods, is making an impact on training people to give them new job opportunities; it is a formula that is already serving as an example for other autonomous communities».

With the new neighbourhoods, the Opengela integral urban regeneration project will be active in a total of nine neighbourhoods in the Basque Country. Opengelas are already up and running in the two neighbourhoods of the European Opengela project with which the model is being tested -Otxarkoaga in Bilbao and Txonta in Eibar-, as well as in Aramotz, Durango, and Basaundi Bailara, in Lasarte-Oria. In 2021, the Andonaegi neighbourhood in Pasaia will also be added to the neighbourhoods with a proximity office, with an ordinary budget of eight million euros from the Department of Territorial Planning, Housing and Transport.

Opengela will present its urban regeneration project at ‘Deep Retrofit Community of Practice: Highly ambitious regions and projects across Europe’ web conference on 9 June.

As a partner event of the EU Green Week, the Deep Retrofit Community of Practice: Highly ambitious regions and projects across Europe web conference brings together regions and energy agencies to discuss renovation strategies.

This webinar features also one-stop-shop projects (OPENGELA, SuperHomes2030, SunHorizon, and Renvo’Occitanie), to offer a complete outlook of the sector: from upskilling, policy, implementation, examples to future developments. In addition, it looks at replicating and expanding upon the work of diverse actors, while driving the innovation and implementation of the deep retrofit sector and the associated value chain of stakeholders. 

This will be the opportunity to present 4 European projects. In first, the SuperHomes2030 project, a one-stop-shop deep retrofit service for domestic homes in Ireland, aims to dramatically upscale this service over 3 years, increasing completed retrofits from 100 houses in 2019 (€6M) to 500 houses in 2023 (€36M). In second, the HP4All project will enhance, develop and promote skills required for high quality, optimised Heat Pump installations within residential/non-residential buildings, bringing Europe to the forefront of the climatisation sector.

The Department of Territorial Planning of the Basque Government and Fundación Repsol will promote the eco-sustainable renovation of buildings and the regeneration of neighbourhoods throughout the Basque Country

  • The agreement will create the Opengela Fundazioa, which will begin its work in 2021 to promote comprenhensive urban regeneration in neighbourhoods in the Basque Country, through local offices that will advise neighbourhoods.
  • The actions aims to reduce the social inequalities, facilitate the eccess to reforms for vulnerable groups, and promote CO2 neutral cities through energy efficiency actions.

The Minister of Territorial Planning, Housing and Trasnport of the Basque Government, Iñaki Arriola, and Antonio Calçada, Director General of the Fundación Repsol, signed a pre-agreement on Monday for the creation of the Opengela Fundazioa, the organisation through which they will jointly promote a comprehenseive plan for eco-sustainable renovations in the Basque Country.

The new Foundatión will maage the eco-sustainable rehabilitation projects throughout the autonomous community and progress is already being made in identifying the areas of action. These interventios are currently being carried out through the european Opengela Project, financed by the Horizon 2020 programme, in the pilot neighbourhoods of Txonta (Eibar) and Otxarkoaga (Bilbao) and its model is being replicated in Aramotz (Durando y Basaundi Bailara (Lasarte-Oria). In addition to these projects, the Basque Gobernment has promoted urban regeneration actions in the neighbourhoods of Cororación (Vitoria-Gasteiz) and Txomin Enea (Donostia).

With this new step towards the creation of Opengela Fundazioa, the Basque Government and Fundación Repsol are seeking to extend to the whole of the Basque Country. the evolution towards a news model of sustainable neighbourhood that is energetically sustainable, accesible and socially and urbanistically cohesive.

The actions will focus on energy efficiency, accesibility y structural safety, contributing to reduce emissions and improving people’s quality of life. The local offices, Opengelas, will facilitate the technical assistance to carry out these refurbishment and will also offer financing programmes to give Access to this type of intervention to people in situations of social vulnerability, long-term unemployment of energy poverty.

Opengela Fundazioa will be a private foundation and is expected to start its activity during the course of this year, after its registration inte Basque Country Foundations Registeer, an activity which will carry out  in close contact with both the Basque Government and the Basque Town Councils.

Equality and innovation in rehabilitation and urban regeneration

The Minister of Territorial Planning, Housing and Trasnport pointed out tha “Basque Country has one of the oldest free housing stock in the whole or southerns Europe and we have the obligation to make the revolutions od the energy-sustainable rennovarons available to everyone, regardless of therir purchasing power”.

For his part, António Calçada, Director General of Fundación Repsol, stressed that this collaboration “promotes sustainable and includice energy transition, contributing to the objectives of reducing emissions and improving the quality of life of families, especially the most vulnerables. In addition, it has a great impact on economic recovery, supporting the development of the Basque Business fabric to carry out the refurbishments”.

The agreement, will also promote research, development and innovation in building retrofitting, urban regeneration and sustainable, inclusive, cohesive and resilient cities.

Fundazio berria izango da birgaitze ekojasangarriko proiektuak Autonomia Erkidego osoan kudeatuko dituen erakundea, eta dagoeneko aurrerapenak egiten ari dira jarduketa-eremuak identifikatzeko. Gaur egun, esku-hartze horiek Europako Opengela proiektuaren bidez egiten dira (Horizon 2020 programaren bidez finantzatuta), Txonta (Eibar) eta Otxarkoaga (Bilbo) auzo pilotuetan, eta Aramotz (Durango) eta Basaundi Bailara (Lasarte-Oria) auzoetan errepikatzen ari da proiektu horren eredua. Aipatutako proiektuak ez ezik, Eusko Jaurlaritzak hiri-berroneratzeko jarduketak sustatu ditu Koroatzean (Gasteiz) eta Txomin Enean (Donostia).

Opengela Fundazioa sortzeko urrats berri honen bidez, Eusko Jaurlaritzak eta Repsol Fundazioak Euskal Autonomia Erkidego osora hedatu nahi dute energetikoki jasangarria, irisgarria eta gizartearen eta hirigintzaren aldetik kohesionatua izango den auzo-eredu berriranzko bilakaera.

Jarduketak energia-efizientzian, irisgarritasunean eta egiturazko segurtasunean oinarrituko dira, isurketak murrizten eta pertsonen bizi-kalitatea hobetzen lagunduta. Opengela izeneko hurbileko bulegoek laguntza teknikoa emango dute birgaitze-lan horiek gauzatzeko, eta finantzaketa-programak ere eskainiko dituzte gizarte-kalteberatasuneko, iraupen luzeko langabeziako edo pobrezia energetikoko egoeran dauden pertsonei horrelako esku-hartzeetarako sarbidea emateko.

Opengela Fundazioa pribatua izango da, eta aurten lanean hastea espero da, Euskal Autonomia Erkidegoko Fundazioen Erregistroan inskribatu ondoren. Eusko Jaurlaritzarekin eta EAEko udalekin harreman estuan egingo du jarduera hori.

Bestalde, António Calçada Repsol Fundazioko zuzendariak azpimarratu duenez, lankidetza honek “Trantsizio energetiko jasangarria eta inklusiboa bultzatzen du, isurketak murrizteko helburuetan lagunduz eta familien bizi-kalitatea hobetuz, batez ere ahulenak direnena. Gainera, eragin handia du suspertze ekonomikoan, birgaitze-lanak egiteko euskal enpresa-sarea garatzearen aldeko apustua egiten baitu”.

Akordio honen bidez, ikerketa, garapena eta berrikuntza sustatuko dira eraikinen birgaitzeari, hiri-berroneratzeari eta hiri jasangarri, inklusibo, kohesionatu eta erresilienteak garatzeari dagokionez.

El Departamento de Planificación Territorial y Fundación Repsol impulsarán la rehabilitación ecosostenible de edificios y regeneración de barrios en toda Euskadi

  • Con el acuerdo se creará la Opengela Fundazioa, que comenzará su andadura en 2021 para impulsar la regeneración urbana integral en barrios de Euskadi, a través de oficinas de proximidad que asesorarán a los vecindarios
  • Las actuaciones buscan reducir desigualdades sociales, facilitar el acceso a reformas a colectivos vulnerables, e impulsar ciudades neutras en CO2 a través de actuaciones de eficiencia energética

El consejero de Planificación Territorial, Vivienda y Transportes, Iñaki Arriola, y António Calçada, Director General de Fundación Repsol, han firmado este lunes el preacuerdo para la creación de la Opengela Fundazioa, la organización a través de la que impulsarán conjuntamente un plan integral de rehabilitaciones ecosostenibles en Euskadi.

La nueva Fundación será el ente que gestionará los proyectos de rehabilitación ecosostenible en toda la comunidad autónoma y ya se está avanzando en la identificación de las áreas de actuación. Actualmente estas intervenciones se realizan a través del proyecto europeo Opengela, financiado con el programa Horizon 2020, en los barrios piloto de Txonta (Eibar) y Otxarkoaga (Bilbao) y se replica su modelo en los de Aramotz (Durango) y Basaundi Bailara (Lasarte-Oria). Además de estos proyectos, el Gobierno Vasco ha promovido actuaciones de regeneración urbana en Coronación (Vitoria-Gasteiz) y Txomin Enea (Donostia).

Con este nuevo paso para crear Opengela Fundazioa, el Gobierno Vasco y Fundación Repsol buscan extender a toda Euskadi la evolución hacia un nuevo modelo de barrio sostenible energéticamente, accesible y cohesionado social y urbanísticamente.

Las actuaciones se van a centrar en eficiencia energética, accesibilidad y seguridad estructural, contribuyendo a reducir emisiones y mejorando la calidad de vida de las personas. Las oficinas de proximidad, Opengelas, facilitarán asistencia técnica para llevar a cabo estas rehabilitaciones y también ofrecerán programas de financiación para dar acceso a este tipo de intervenciones a personas en situación de vulnerabilidad social, desempleo de larga duración o pobreza energética.

Opengela Fundazioa tendrá naturaleza privada y se espera que comience su actividad a lo largo de este año, tras su inscripción en el Registro de Fundaciones del País Vasco, una actividad que realizará en contacto estrecho tanto con el Gobierno Vasco como con los Ayuntamientos vascos.

Igualdad e innovación en rehabilitación y regeneración urbana

El consejero de Planificación Territorial, Vivienda y Transportes ha señalado que “Euskadi cuenta con uno de los parques de vivienda libre más antiguos de todo el sur de Europa y tenemos la obligación de hacer que la revolución de las rehabilitaciones energéticamente sostenibles esté al alcance de todas las personas, independientemente de su poder adquisitivo”.

Por su parte, António Calçada, Director General de Fundación Repsol, ha destacado que esta colaboración “impulsa una transición energética sostenible e inclusiva, contribuyendo a los objetivos de reducción de emisiones y mejorando la calidad de vida de las familias, especialmente de las más vulnerables. Además, tiene un gran impacto sobre la recuperación económica, apostando por desarrollo del tejido empresarial vasco para realizar las rehabilitaciones.”

Con este acuerdo, también se promoverá la investigación, el desarrollo y la innovación en materia de rehabilitación de edificios, regeneración urbana y desarrollo de ciudades sostenibles, inclusivas, cohesionadas y resilientes.

Find out how a neighbourhood office can help you

In the neighbourhood offices linked to the Opengela project, the aim is to provide information regarding public aid which can be applied for, to help neighbourhoods with the paperwork involved in undertaking renovation work, to provide guidance on hiring professionals and companies to carry out the renovations, to improve the energy efficiency and accessibility of buildings, and to create financial instruments to ensure that no one is excluded as a result of their inability to pay for renovation works. All these tasks are performed by the Opengela offices, which are now open to the public.

The two pilot experiences in Txonta (Eibar) and Otxarkoaga (Bilbao) are underway and operate as one-stop-shops, serving the respective neighbourhoods included in the project.

The offices also serve companies and professionals in the sectors involved in the retrofitting of buildings. The aim is to ensure that the work is carried out following quality standards and that procedures can be carried out as far as geographically possible.

Due to the pandemic, the offices are taking special health and safety measures. In Otxarkoaga, Bilbao, it is necessary to make an appointment to visit the one-stop-shop. This location is carrying out work on five buildings with a total of 16 apartment buildings and 240 homes. 

In the Txonta neighbourhood in Eibar, refurbishment is also being undertaken with energy efficiency and accessibility criteria. The pilot project has begun work on 221 homes in 17 apartment buildings.

Appointment to adapt to the pandemic

The pandemic has been an obstacle to the implementation of the pilot projects in Txonta and Otxarkoaga, but it has not prevented their opening. The 3 people who run the office in the Bilbao neighbourhood and the person in charge of the Txonta Opengela office will be the first point of contact for those interested in the urban regeneration process. However, interactions must take place following health and safety protocols and as such, in the case of Otxarkoaga, it is necessary to make an appointment in advance.

The gender perspective in urban regeneration

  • The researcher Sonia De Gregorio has produced a report for the Basque Government with recommendations to be considered in this area. The report includes a pilot test on the actions in Otxarkoaga.

Among the different perspectives that are applied to urban regeneration processes, the gender perspective has not traditionally occupied a prominent place. However, a close analysis can provide many clues about the implications of the urban environment for gender inequality.

Sonia De Gregorio, a researcher at the Department of Urban and Territorial Planning at the Higher Technical School of Architecture of Madrid, has carried out an exhaustive study on the gender perspective in urban regeneration within the scope of the Basque Urban Agenda, called Bultzatu 2050. It is available here (in spanish).

One of the fixed objectives of this work, commissioned by the Basque Government’s Directorate of Territorial Planning and Urban Agenda, is «to guide those potentially involved in urban regeneration programmes in the Basque Country so that they give rise to strategies that are characterised by an integrated approach with a gender perspective.» In this way it aims, on one hand, to «advance the definition of urban regeneration strategies to incorporate the gender perspective (with a demonstrative capacity that can be transferred to other projects)», and on the other hand, to «promote and consolidate the change of values necessary for equality.»

The work calls for «the reality and needs of women to be taken into account in the framework of regeneration strategies.» Participation amongst vulnerable neighbourhoods and calls, among other issues, is needed in order to take the gender perspective into account and to listen to the voice of all social groups, especially women.

Sonia De Gregorio, with the collaboration of staff from the Urban Regeneration Service of the Basque Government Directorate, provides guidelines for defining strategies that establish indicators to «measure» how the actions implemented respond to the needs of women.

The researcher has established three tranversal axes, as have the Territorial Planning Guidelines of the Basque Country: the gender perspective, climate action, and urban health.

Why should this gender perspective be applied to urban regeneration? The key lies in «the transformative capacity that regeneration policy has», which should be used «to advance equality between men and women as a priority for action.»

A diagnosis in Otxarkoaga

De Gregorio provides ideas for taking the gender perspective into account in matters which, although they may seem small, substantially modify the current model. Some actions improve, for example, the daily life of the people who do care work (mostly women).

Possible improvements in public space are also defined from the point of view of «walkability», by making it friendlier and more attractive for walking. This also applies to the perspective of «perceived safety» as well as «renaturalisation and climatic comfort.»

As part of this work, a test has been carried out in the Otxarkoaga neighbourhood, with a diagnosis and a proposal for a pilot intervention to implement a series of actions aimed at integrating the gender perspective in the urban regeneration of the Bilbao neighbourhood.

Sharing experiences with other one-stop-shops at the European level is one of the objectives that has been an integral part of the Opengela project from its inception. As an initiative supported by the European Union, the exchange of knowledge with similar projects or initiatives on the continent – irrespective of whether they’re more consolidated or incipient – has been one of the priorities of this project from its onset. We aim to learn from others and share our experiences to move forward.

Although the pandemic has hampered this mission, visits have been made to Tipperary (Ireland), Paris-Îlle de France and Amiens/Picardie (France) prior to COVID-19, while virtual sessions have been organised with Milan (Italy) and Vienna (Austria) since the outbreak.

«It is a very interesting process», stresses Andoni Hidalgo, an expert in Urban Agenda who is part of the Opengela team and who has facilitated learning from other programmes, «as there is a lot to learn about the models in other countries. Each case is different, but there are some common characteristics (between them) – for example, in terms of organisational models, financing mechanisms or communication strategies – that have given us very instructive clues.»

This activity has been combined with the participation of Opengela representatives in various international conferences over the last few months and will continue throughout the project.
