Otxarkoaga and Txonta have already mobilised a private investment of 3,6 million with the comprehensive refurbishment of their buildings

In 2021, the progress of the two one-stop shops of the Opengela project is already visible: more than 700 people are participating in the programme, with a reduction of more than 50% in the CO2 emissions of the intervened buildings.

The Opengela project continues to make progress. It started in May 2019, and even though the pandemic slowed down the urban regeneration process in the two pilot neighbourhoods (Otxarkoaga in Bilbao and Txonta in Eibar), by the end of 2021, some outstanding results can already be seen.

This project, which is funded by the European Commission through the Horizon 2020 programme, has set various objectives, both in the refurbishment of buildings and improving energy efficiency. And, in this regard, it is making notable progress.

At this moment, the two neighbourhoods have managed to reduce their CO2 emissions by more than 50% in the buildings where work is being carried out. Thus, in Otxarkoaga an average of 74% has been reduced in the four blocks that are currently being refurbished. According to the samples taken, the Bilbao neighbourhood has managed to reduce the emission of 340 tonnes of CO2 per year. This is possible thanks to the fact that 69,14% of the budget has been allocated to energy efficiency (both active and passive actions).

In the case of Txonta, the reduction in emissions is quantified at an average of 54,09%, with a total reduction of 157 tonnes of CO2 in the projects already executed. If the works currently underway are added, the number rises to 378,70 tonnes of CO2 per year. In the Gipuzkoa neighbourhood, 67,60% of the budget has gone directly to promoting energy efficiency.

3,6 million private investments

Public-private partnerships are fundamental to this progress. In addition to institutional support, the homeowner’s associations must agree to carry out the refurbishment projects. In this sense, private investment is important. By the end of 2021, total of 3,6 million euros had been mobilised between the two neighbourhoods: 825.438 euros in Txonta and 2,83 million in Otxarkoaga, where most of the property is owned to Municipal Housing. In fact, if the investment of the Bilbao public company is added, the investment is increased by a further 3,92 million.

In this sense, the final objective of the project is closed to being achieved, as it reached 4,6 million euros of private investment.

More than 700 people from 22 buildings in both neighbourhoods have already signed up to the project. It is worth highlighting the high degree of agreement among the neighbourhood to carry out the works (90% in Otxarkoaga and 88% in Txonta). This is reflected in concrete improvements. For example, it has already been agreed to replace a third of the carpentry in the buildings being refurbished.

The district offices, both Txonta Opengela and Otxar Opengela, accompany the neihbourhood throughout the refurbishment process. In Eibar, 143 aid applications have been processed for homeowner’s associations and individuals in different typologies. It is worth noting that this neighbourhood, which is considered vulnerable, has increased its registered population by 3,4% since 2018.

In Otxar Opengela more than 600 interactions have been registered last year between the people who manage the office and the neighbourhood, to accompany them in the refurbishment process.

Finally, a dozen homes in both neighbourhoods have expressed interest in taking advantage of Opengela’s specific financing, which offers payment facilities for renovation work.

Otxarkoagak eta Txontak 3,6 milioiko inbertsio pribatua sortu dute dagoeneko eraikinen birgaitze integralarekin

2021ean ikusi dira Opengela proiektuaren bi auzo-bulegoen aurrerapenak: 700 pertsona baino gehiago ari dira programan parte hartzen, eta % 50 baino gehiago murriztu dira esku hartutako eraikinen CO2 isuriak.

Opengela proiektuak aurrera doa. 2019ko maiatzean hasi zen, eta, pilotu gisa jarduten duten bi auzoetako (Otxarkoaga Bilbon eta Txonta Eibarren) hiri-berroneratze prozesuan pandemiak nolabaiteko galga eragin zuen arren, 2021aren amaieran zenbait emaitza nabarmen ikus daitezke.

Proiektu horrek Europako Batzordearen finantzaketa du Horizon 2020 programaren bidez, eta hainbat helburu ezarri ditu, bai eraikinak birgaitzeko, bai energia-eraginkortasuna hobetzeko. Eta zentzu horretan, aurrerapen nabarmenak lortzen ari dira.

Une honetan, bi auzoek esku hartzen ari diren eraikinetan CO2 isurketak % 50 baino gehiago murriztea lortu da. Hala, Otxarkoagan, batez beste, % 74 murriztu da gaur egun birgaitzen ari diren lau blokeetan. Hartutako laginen arabera, Bilboko auzoan urtean 340 tona CO2 gutxiago isurtzea lortu da. Hori posible da aurrekontuen % 69,14 eraginkortasun energetikora bideratu delako (bai ekintza aktiboetan, bai pasiboetan).

Txontaren kasuan, isurketen murrizketa % 54,09koa da batez beste, eta guztira 157 tona CO2 murriztu dira jada gauzatutako proiektuetan. 3,6 milioiko inbertsio pribatua

Aurrerapen horietarako, funtsezkoa da lankidetza publiko-pribatua. Erakundeen laguntzez gain, auzokideen erkidegoak ados jarri behar dira birgaitze-proiektuak aurrera ateratzeko. Alde horretatik, inbertsio pribatua garrantzitsua da. 2021aren amaierara arte, guztira 3,6 milioi euro sortu ziren bi auzoen artean: 825.438 euro Txontan eta 2,83 milioi Otxarkoagan, non jabetzaren zatirik handiena Udal Etxebizitzena den. Izan ere, Bilboko sozietate publikoaren inbertsioa gehituz gero, inbertsioa 3,92 milioi gehiago izango da.

Ildo horretan, proiektuaren azken helburua betetzear dago, 4,6 milioi euroko inbertsio pribatua lortu baitu.

Dagoeneko bi auzoetan kokatutako 22 eraikinetako 700 pertsona baino gehiago atxiki dira proiektuan. Nabarmentzekoa da lanak aurrera ateratzeko herritarren arteko adostasun handia ( % 90 Otxarkoagan eta % 88 Txontan). Horrek hobekuntza zehatzak dakartza. Esate baterako, dagoeneko adostu da birgaitzen ari diren eraikinen arotzeriaren heren bat ordeztea.

Distritu-bulegoek, Txonta Opengelak zein Otxar Opengelak, bizilagunei laguntzen diete birgaitze-prozesu osoan. Xehetasun gisa, Eibarren 143 laguntza-espediente izapidetu dira jabeen erkidegoentzat eta partikularrentzat, hainbat kasutan. Datu aipagarri gisa, egiaztatu da auzo kaltebera horrek % 3,4 hazi duela erroldatutako biztanleria 2018tik.

Otxar Opengelan, azken urtean, 600 interakzio baino gehiago erregistratu dira auzoko bulegoa kudeatzen duten pertsonen eta bizilagunen artean, birgaitze-prozesuan laguntzeko.

Azkenik, bi auzoetako hamar bat etxebizitzek Opengelaren finantzaketa espezifikoa eskatu dute, birgaitze-lanak ordaintzeko erraztasunak eskaintzen baititu.

Otxarkoaga y Txonta ya han movilizado una inversión privada de 3,6 millones con la rehabilitación integral de sus edificios

En 2021 ya se han podido apreciar los avances de las dos oficinas de barrio del proyecto Opengela: más de 700 personas están participando en el programa, con una reducción de más del 50% en las emisiones de CO2 de los edificios intervenidos.

El proyecto Opengela sigue avanzando. Arrancó en mayo de 2019 y, a pesar de que la pandemia supuso un cierto freno en el proceso de regeneración urbana en los dos barrios que ejercen de piloto (Otxarkoaga en Bilbao y Txonta en Eibar), al término de 2021 ya se pueden apreciar algunos resultados destacados.

Este proyecto, que cuenta con la financiación de la Comisión Europea a través del programa Horizon 2020, se ha marcado diversos objetivos, tanto en la rehabilitación de edificios como en la mejora de la eficiencia energética. Y en este sentido, está obteniendo avances notables.

En estos momentos, los dos barrios han conseguido disminuir en más de un 50% sus emisiones de CO2 en los edificios donde se está interviniendo. Así, en Otxarkoaga se ha reducido una media del 74% en los cuatro bloques que se rehabilitan en la actualidad. Según las muestras tomadas, en el barrio bilbaíno se ha conseguido rebajar la emisión de 340 toneladas de CO2 al año. Esto es posible gracias a que un 69,14% de los presupuestos se ha destinado a eficiencia energética (tanto en acciones activas como pasivas).

En el caso de Txonta, la disminución de emisiones se cuantifica en una media del 54,09%, con una reducción total de 157 toneladas de CO2 en los proyectos ya ejecutados. Si se añaden las obras en marcha actualmente, la cifra asciende a 378,70 toneladas de CO2 al año. En el barrio guipuzcoano, el 67,60% de los presupuestos ha ido directamente a impulsar la eficiencia energética.

3,6 millones de inversión privada

Para estos avances, es fundamental la colaboración público-privada. Además, de las ayudas institucionales, las comunidades de propietarios se deben poner de acuerdo en sacar adelante los proyectos de rehabilitación. En este sentido, la inversión privada es importante. Hasta el final de 2021, se habían movilizado un total de 3,6 millones de euros entre ambos barrios: 825.438 euros en Txonta y 2,83 millones en Otxarkoaga, donde la mayor parte de la propiedad corresponde a Viviendas Municipales. De hecho, si se añade la inversión de la sociedad pública bilbaína, la inversión se amplía en otros 3,92 millones más.

En este sentido, el objetivo final del proyecto está cerca de cumplirse, puesto que alcanza los 4,6 millones de euros de inversión privada.

Al proyecto ya se han adherido más de 700 personas de 22 edificios ubicados en ambos barrios. Cabe destacar el alto grado de acuerdo entre el vecindario para sacar adelante las obras (un 90% en Otxarkoaga y el 88% en Txonta). Esto se traduce en mejoras concretas. Así, por ejemplo, ya se ha acordado sustituir una tercera parte de las carpinterías de los edificios en rehabilitación.

Las oficinas de distrito, tanto la Txonta Opengela como la Otxar Opengela, acompañan al vecindario en todo el proceso de rehabilitación. A modo de detalle, en Eibar se han tramitado 143 expedientes de ayudas a las comunidades de propietarios y particulares en diferentes tipologías. Como dato reseñable, se ha constatado que este barrio considerado vulnerable ha aumentado su población empadronada en un 3,4% desde 2018.

En la Otxar Opengela se han registrado el último año más de 600 interacciones entre las personas que gestionan la oficina de barrio y el vecindario, para acompañar en el proceso de rehabilitación.

Por último, una decena de viviendas de ambos barrios se han interesado en acogerse a la financiación específica de Opengela, que ofrece facilidades de pago para las obras de rehabilitación.
