Opengela organiza el webinar ‘La regeneración urbana post Covid-19: las oficinas de ventanilla única para una recuperación justa, verde y social’

¿Qué? El webinar reunirá a ponentes de 6 oficinas de ventanilla única relacionadas con la regeneración urbana en Europa, y será moderado por EASME (Comisión Europea)

1. Breve introducción por parte de Ignacio de la Puerta, coordinador de Opengela y director de Planificación Territorial, Urbanismo y Regeneración Urbana, Gobierno Vasco.

2. Debate -moderado por Stephan Renner, EASME– con intervenciones de los siguientes proyectos europeos:

Con la intención de agilizar el debate, no habrá presentaciones, y el debate se estructurará alrededor de 3-4 cuestiones. Durante el debate, la herramienta ‘Q&A’ estará abierta para atender las preguntas del público.

3. Finalmente llegaremos a las conclusiones, que darán como resultado un breve informe con las principales lecciones aprendidas, y se distribuirá entre los participantes después de la reunión.

Contexto

La pandemia del Covid-19 y la subsiguiente crisis socioeconómica que enfrenta la UE tendrán un impacto en los proyectos de regeneración urbana. Hay una serie de desafíos y oportunidades importantes por delante:

Por un lado, el período de confinamiento ha demostrado que nuestros hogares desempeñan un papel esencial en nuestras vidas, proporcionándonos refugio, espacio de trabajo, un lugar para aprender y crecer. Pasar casi el 100% de nuestro tiempo en el interior nos ha enseñado el valor de la vida comunitaria y del vecindario. Es fundamental reconstruir las relaciones comunitarias resilientes después del Covid-19 y garantizar que todos los europeos vivan en hogares saludables y cómodos.

Por otro lado, es probable que, durante la crisis social y económica, las inversiones en renovación de viviendas puedan no ser priorizadas por los europeos, buscando cubrir los gastos inmediatos. Mientras tanto, las autoridades públicas locales, regionales y nacionales se verán obligadas a desviar sus inversiones para fomentar el empleo, salvar la economía y garantizar beneficios sociales para los grupos más desfavorecidos.

¿Cómo podemos enfrentar esta realidad? ¿Qué tipo de narrativas pueden aportar las oficinas de regeneración urbana para que se vean como una de las claves para una salida justa, equitativa y verde de la crisis, sin dejar a nadie atrás?

El proyecto Opengela (financiado por el programa Horizonte 2020 de la Unión Europea en virtud del acuerdo de subvención no 846707) está llevando a cabo un proceso interno de reflexión para adaptarse a la realidad posterior al Covid-19. Sin embargo, creemos que mejoraremos mucho si abrimos este proceso invitando a otros programas de renovación, que compartan sus experiencias en toda Europa.

Con esto en mente, este seminario virtual tiene la intención de generar una «lluvia de ideas colectiva» sobre los impactos del Covid-19, identificando los desafíos y las oportunidades a las que se enfrentan nuestras comunidades.

Este es un período de alta incertidumbre a muchos niveles y, por lo tanto, este webinar no tiene la intención de proporcionar respuestas claras o soluciones mágicas a los desafíos que enfrentamos, sino más bien ser una experiencia de reflexión y de intercambio de conocimientos.

In order to have a lively debate, there will be no presentations, and discussions will be structured around 3-4 questions. During this debate, the ‘Q&A’ tool will be open for gathering questions from the public.

3. Finally, we will get to conclusions that will result in a short report gathering the main lessons learnt, and that will be distributed to participants after the meeting.

Context

The Covid-19 pandemic and the subsequent socio-economic crisis facing the EU are going to impact urban regeneration projects. There are a number of important challenges and opportunities ahead:

On the one hand, the period of confinement has proved that our homes play an essential role in our lives, providing us with shelter, workspace, a place to learn and grow. Spending nearly 100% of our time indoors has taught us the value of community and neighbourhood life. It is critical to rebuild resilient community relationships post Covid-19 and to ensure that all Europeans are living in healthy and comfortable homes.

On the other hand, it is likely that -during the social and economic crisis- investments in home renovations may be de-prioritised by Europeans, seeking to cover immediate expenses. In the meanwhile, local, regional and national public authorities will be forced to divert their investments to fostering employment, saving the economy and ensuring social benefits for the most disadvantaged groups.

How can we face this reality? What kind of narratives can urban regeneration OSS contribute to be seen as one of the keys to a fair, equitable, and green exit from the crisis, leaving no one behind?

The Opengela program (funded from the European Union’s Horizon 2020 programme under grant agreement No 846707) is undertaking an internal process of reflection to adapt to the post Covid-19 reality. However, we feel that we will have much to gain if we open this process by inviting other renovation programs, One-Stop-Shops to share their experiences across Europe. With that in mind this webinar intends to generate “collective brainstorming» about the impacts of Covid-19, identifying challenges and opportunities faced by our communities.

This is a period of high uncertainty at many levels, and therefore this webinar does not intend to provide clear answers or magic solutions to the challenges we face, but rather to be a thought-provoking and knowledge-sharing experience.
