Video: Opengela expands to 25 Basque neighbourhoods

Since September 2023, the European BIRTUOSS project develops the Opengela model, created in a previous project (HIROSS4all, funded by the Horizon 2020 programme), and explores social, economic and environmental aspects. It also explores ways to scale up the rehabilitation of buildings to the urban regeneration of each neighbourhood.

In fact, in recent years this model, led by the Basque Government’s Department of Housing and Urban Agenda, has grown to be implemented in 25 neighbourhoods in 21 municipalities in the Basque Country and is enabling the improvement of up to 2,800 homes. And at the same time as the network of offices is being extended to municipalities throughout the autonomous community, BIRTUOSS is developing a ‘living lab’ in TorreUrizar, in Bilbao, as it is being used as a test bench to experiment with the advances of this European project.

This new video shows the current state of the works and the offices that attend to the different neighbourhoods. Over several weeks, recordings were made in TorreUrizar (Bilbao); Aramotz (Durango); Altza (San Sebastian); Trintxerpe (Pasaia); Basaundi Bailara (Lasarte-Oria); Peñucas (Abanto); Santa Teresa (Mondragón); Txonta (Eibar); Zaramaga (Vitoria-Gasteiz); Otxarkoaga (Bilbao) and Vista Alegre (Sestao).

The video has been premiered in Madrid by Ana Telleria, director of Neighbourhood Regeneration and Urban Agenda of the Basque Government, during the meeting of EU Peers, a European platform related to the Integrated Home Renovation Services (IHRS), which aims to significantly increase the rate of residential energy renovation by strengthening and expanding one-stop-shops.

Together with the Basque Government, the European project has a public-private consortium formed by the Basque Energy Agency (EVE), Bilbao Municipal Housing (VVMM), the clusters of Environment (Aclima), Construction (Build:Inn) and Knowledge and Technology (GAIA), the CAVIAR research group of the University of the Basque Country (UPV/EHU), EDE Fundazioa, the cooperative Cíclica (specialist in decarbonisation strategies), as well as companies with expertise in financing (GNE Finance), communication (Gabineteseis) and European affairs (Zabala Innovation), as well as two European-level bodies such as Fedarene (European Federation of Energy and Environment Agencies and Regions) and the Spanish Sustainable Building Council (GBCe).

2023ko irailetik, BIRTUOSS proiektu europarrak Opengela modeloa garatzen du, aurreko proiektu batean sortua (HIROSS4all, Horizon 2020 programak finantzatua), eta gizarte, ekonomia eta ingurumen arloetan murgiltzen da. Gainera, eraikinen zaharberritzea auzo bakoitzaren hiri-berroneratzera eskalatzeko formulak aztertzen ditu.

Izan ere, azken urteotan, Eusko Jaurlaritzako Etxebizitza eta Hiri Agenda Sailak gidatutako modelo hori hazi egin da, Euskadiko 21 udalerritako 25 auzotan ezarri arte, eta 2.800 etxebizitza hobetzeko aukerak eman ditu. Eta autonomia erkidego osoko udalerrietan bulego sarea zabaltzen ari den aldi berean, BIRTUOSSek living lab bat garatu du Bilboko TorreUrizarren, Europako proiektu honen aurrerapenak probatzeko saiakuntza-banku gisa erabili baita.

Bideo berri honek herritarren bulegoen eta lanen egungo egoera jasotzen du. Hainbat astez grabaketak egin ziren TorreUrizarren (Bilbo); Aramotzen (Durango); Altzan (Donostia); Trintxerpen (Pasaia); Basaundi Bailaran (Lasarte-Oria); Peñucasen (Abanto); Santa Teresan (Arrasate); Txontan (Eibar); Zaramagan (Gasteiz); Otxarkoagan (Bilbo) eta Vista Alegren (Sestao).

Bideoa lehen aldiz aurkeztu du Ana Telleria Auzoak Berroneratzeko eta Hiri Agendako zuzendariak Madrilen, EU Peersen bileran. Etxebizitzak Berritzeko Zerbitzu Integratuekin (IHRS) lotutako plataforma europar bat da EU Peers, eta haren helburua da etxebizitzetako energia-berrikuntzaren tasa nabarmen handitzea leihatila bakarrak indartuz eta zabalduz.

Eusko Jaurlaritzarekin batera, Europako proiektuak partzuergo publiko-pribatu bat du, honako hauek osatua: Energiaren Euskal Erakundea (EEE), Bilboko Udal Etxebizitzak (VVMM), Ingurumeneko (Aclima), Eraikuntzako (Build: Inn) eta Ezagutza eta Teknologiako (GAIA) klusterrak, Euskal Herriko Unibertsitateko (UPV/EHU) CAVIAR ikerketa-taldea, EDE Fundazioa, Cíclica kooperatiba (deskarbonizazio-estrategietan aditua), finantzaketan (GNE Finance), komunikazioan (Gabineteseis) eta Europako gaietan (Zabala Innovation) adituak diren enpresak, eta Europako esparruko bi erakunde, hala nola Fedarene (Energiarako Agentzien eta Eskualdeen Europako Federazioa) eta Espainiako Eraikuntza Jasangarrirako Kontseilua (GBCe).

Desde septiembre de 2023, el proyecto europeo BIRTUOSS desarrolla el modelo Opengela, creado en un anterior proyecto (HIROSS4all, financiado por el programa Horizon 2020), y profundiza en aspectos sociales, económicos y medioambientales. Además, explora fórmulas para escalar la rehabilitación de los edificios a la regeneración urbana de cada barrio.

De hecho, en los últimos años este modelo liderado por el Departamento de Vivienda y Agenda Urbana del Gobierno Vasco ha crecido hasta implantarse en 25 barrios de 21 municipios de Euskadi y está permitiendo la mejora de hasta 2.800 viviendas. Y al mismo tiempo que se está extendiendo la red de oficinas por municipios de toda la comunidad autónoma, BIRTUOSS desarrolla un ‘living lab’ en TorreUrizar, en Bilbao, al utilizarse como banco de pruebas para experimentar los avances de este proyecto europeo.

Este nuevo vídeo recoge el estado actual de las obras y las oficinas que atienden a los distintos vecindarios. Durante varias semanas se realizaron grabaciones en TorreUrizar (Bilbao); Aramotz (Durango); Altza (San Sebastián); Trintxerpe (Pasaia); Basaundi Bailara (Lasarte-Oria); Peñucas (Abanto); Santa Teresa (Mondragón); Txonta (Eibar); Zaramaga (Vitoria-Gasteiz); Otxarkoaga (Bilbao) y Vista Alegre (Sestao).

El video ha sido presentado por primera vez en Madrid de la mano de Ana Telleria, directora de Regeneración de Barrios y Agenda Urbana del Gobierno Vasco, durante la reunión de EU Peers, una plataforma europea relacionada con los Servicios Integrados de Renovación de Viviendas (IHRS), cuyo objetivo es aumentar significativamente la tasa de renovación energética residencial mediante el fortalecimiento y la expansión de ventanillas únicas.  

Junto con el Gobierno Vasco, el proyecto europeo cuenta con un consorcio público-privado formado por el Ente Vasco de la Energía (EVE), Viviendas Municipales de Bilbao (VVMM), los clústeres de Medio Ambiente (Aclima), Construcción (Build:Inn) y Conocimiento y Tecnología (GAIA), el grupo de investigación CAVIAR de la Universidad del País Vasco (UPV/EHU), EDE Fundazioa, la cooperativa Cíclica (especialista en estrategias de descarbonización), así como empresas expertas en financiación (GNE Finance), comunicación (Gabineteseis) y asuntos europeos (Zabala Innovation), y también dos organismos de ámbito europeo como Fedarene (Federación Europea de Agencias y Regiones para la Energía y Medio Ambiente) y el Consejo para la Edificación Sostenible de España (GBCe).
